Norway, Ukraine, and Türkiye team up to explore floating solar in Ukraine

Norwegian floating solar pioneer Ocean Sun has signed a Memorandum of Understanding (MoU) with the Ukrainian Zhytomyr City Territorial Community and Turkish engineering firm HICC Heavy Industry Construction Co. to assess the potential for deploying floating photovoltaic (FPV) technology in Ukraine.

The agreement, signed during a ceremony organized by the Norwegian-Ukrainian Chamber of Commerce in Kyiv on July 31, marks the start of a strategic partnership aimed at advancing clean energy solutions in the war-affected country.

The first phase of the collaboration will focus on conducting environmental and technical feasibility studies, engaging local stakeholders, and securing necessary permits. If successful, the parties plan to build a floating solar power plant of up to 25 MWp that will deliver clean electricity directly to Zhytomyr’s municipal grid—enhancing local energy resilience and reducing transmission losses.

“Through our patented floating solar solution, we aim to support a sustainable and forward-looking energy transition,” said Ocean Sun CEO Kristian Tørvold. “This MoU marks the beginning of a collaborative journey with our Ukrainian partners.”

Zhytomyr City Council Secretary Galina Shymanska welcomed the agreement, calling it a sign of the city’s commitment to innovation and green development. “We have a lot of analytical and technical work ahead, and we are ready for it,” she said.

Ergün Seçmeer, CEO of HICC, added: “It is time to rebuild Ukraine both faster and to the better. We are excited to bring our experience in renewable energy construction to this partnership.”

The project reflects growing international interest in rebuilding Ukraine’s energy infrastructure through sustainable technologies.
