Azerbaijan’s Deputy Minister of Energy, Elnur Soltanov, highlighted the importance of international cooperation, mutual trust, and long-term partnerships in ensuring global energy security during ADIPEC 2026 in Abu Dhabi, United Arab Emirates.

Renewables.az reports, citing Energy Connects, that the Deputy Minister addressed the ministerial session titled “Beyond Borders: Can National Energy Strategies Deliver a Connected Global System?”, where he shared Azerbaijan’s experience in developing international energy partnerships and implementing major energy projects.

Soltanov emphasized that international cooperation plays a central role in Azerbaijan’s energy policy. He noted that addressing global energy challenges and ensuring long-term energy security require mutually beneficial partnerships rather than competition alone.

Referring to game theory, the Deputy Minister explained that successful international cooperation depends on the willingness of all participants to pursue shared interests and fulfill mutual commitments. He stressed that sustainable partnerships must deliver benefits to all parties involved.

Soltanov also highlighted Azerbaijan’s geopolitical position, noting that its location between different centers of economic and political influence makes international cooperation a strategic necessity.

He recalled that following the restoration of Azerbaijan’s independence, the development of the country’s oil resources created opportunities for extensive international cooperation and helped establish long-term relationships with global energy companies.

The Deputy Minister underlined the importance of contractual stability and mutual trust in attracting foreign investment. In this context, he pointed to Azerbaijan’s commitment to production-sharing agreements as an important factor in maintaining investor confidence and ensuring the continuity of major energy projects.

Soltanov also referred to Azerbaijan’s longstanding partnership with bp, emphasizing that cooperation with international energy companies extends beyond commercial investment and contributes to broader economic and political relations.

He further stressed that regional stability, reliable partnerships, and respect for long-term commitments are essential for the successful implementation of international energy initiatives.

Overall, the Deputy Minister highlighted that energy security cannot be achieved through national resources and infrastructure alone. He emphasized the importance of international cooperation, mutual trust, long-term investment, and partnerships based on shared interests.

ADIPEC 2026 is being held in Abu Dhabi from November 2 to 5, bringing together government officials, energy industry leaders, investors, and international organizations to discuss global energy security, investment, infrastructure development, and international cooperation.
